Yonna, Dolly Toy Company made those big multi-layer cardboard nursery decorations with Mother Goose and Disney characters. They were in Tipp City, about 20 minutes from my house, but I didn't find out they made putz houses (during WWII when Japanese and Germon goods were verboten) until a year after they went out of business. 
Cardboard was their "stock in trade," so paper windows was no great stretch. If I could get good photos and precise measurements of each window, I COULD replicate these for future hobbyists. Just saying . . . .
